Last July, Vinton Cerf, one of the original Fathers of the Internet and Chief Internet Evangelist at Google, released a video answering “Who Runs the Internet’s Address Book?” The Internet Address Book refers to the Internet Corporation for Assigned Names and Numbers (ICANN), whose job it is to coordinate and issue Internet Protocol addresses and domain names.

Vinton Cerf explains that the National Telecommunications and Information Administration, who has overseen ICANN since 1998, has recently proposed a plan to end its contractual oversight of ICANN. They will hand the responsibility for oversight directly to ICANN, thus eliminating themselves from the equation. The goal of the transition is to put that responsibility into the hands of an international, multi-stakeholder community.
